Learning Through Living Philosophy
Ten Ten Sinclair Housing, Inc. promotes and supports independent living of people with physical disabilities by helping them to assume maximum control over their environment and lifestyle.

An integral part of our organization is an apartment complex located at 1010 Sinclair Street, Winnipeg, Manitoba. This complex provides transitional living and supports for persons with disabilities to acquire the knowledge, skills and resources they need for independent community living. The following describes the nature and components of the program at 1010 Sinclair Street.
Learning Through Living Program
While living at 1010 Sinclair Street, you are a tenant and you will have the same rights, responsibilities and risks of tenants in any apartment building. However, in addition you must agree to comply with the terms of a contract that outlines the purpose, conditions and length of tenancy.
Support is provided in the following areas:
- Home-management skills such as meal management, money management, apartment management,
- Personal management skills such as health management, time management, leisure pursuits,
- Directing personal assistance staff and learning to manage in a shared-attendant model.
- Assessing needs and obtaining equipment or self-help devices.
- Decision making, problem solving, planning and organizing skills, judgement.
- Knowledge of community resources and how to access these resources.
- Interpersonal relationships, communication and conflict-resolution skills
- Adjustment to disability
- Consumer skills
- Obtaining alternate housing and supports after 1010 Sinclair.
This program is "Tenant Directed". This means that you, the tenant, decide what you want to accomplish and what kind of support assistance you need to achieve your goals.
Staff are available to answer your questions, provide information, help you with skill development or to help you identify what choices are available to you. Often it is up to you to contact them to let them know what you want or need.
We use a "Learning Through Living " approach in which we provide support to help you deal with the difficulties you face in every day living. We do not have classes or lesson plans. Our method of working with you is based directly on your needs, abilities and wants.
An important aspect of the "Learning through Living" approach is that you will be responsible for making your own choices and then experiencing the consequences of those choices. While we may discuss with you what might occur when you make certain choices, we will not prevent you from making those choices.
Your learning experience at 1010 is only as structured as you want it to be. In other words you have the option of weekly meetings with staff but also the option of contacting staff when you need information or assistance. Much of the learning occurs on an informal basis as you go about your daily business and interact with others.
Learning also occurs through your own experimentation and experience. We encourage you to participate in activities outside of 1010 which may involve learning, fun, or both.
Program Services
The Learning Through Living Program consists of 3 types of program service:
- Short-term assessment :
Short Term Assessment is focused on evaluating your present knowledge and skills and your capacity to learn the skills necessary for independent living. You and the staff work together to complete the evaluation process. The assessment may include any of the areas identified previously in this document under "Program".
The assessment period is generally 4 months. After that time you will receive a report outliningthe assessment findings.
- Regular tenancy:
Regular Tenancy is focused on activities necessary for skills development and acquiring knowledge and resources. Again these skills may be in any of the areas identified previously in this document under "Program".
- Special status contracts:
These can be arranged to accommodate unusual sets of circumstances which cannot be addressed by short-term assessment or regular tenancy.
Tenant Support Services
The Learning Through Living Program of 1010 Sinclair offers the following four tenant support services: Resource Services, Attendant Services, Housekeeping Services and Housing Development Services.
- Resource Services:
The services of an Occupational Therapist, Human Ecologist and Social Worker are available to you. Generally called the resource staff, their role is to act as consultants to you on all aspects of daily living. They provide information about equipment, management and community resources as well as assist with skill development when requested.
- Attendant Services:
Attendant services are provided by a staff complement who are oriented to their duties by other experienced staff and tenants.
Your attendant services are scheduled based on the needs of all tenants requiring services.
Staffs' role is to provide physical assistance for those tasks that you are unable to perform yourself. This component is also "tenant directed" as you are required to instruct staff as to when and how to perform the tasks they are doing for you.
They provide assistance in the following areas:
- Personal Assistance: Transfers, hygiene, passive range of motion, grooming, bowel and bladder, meals & clean up, bathing, dressing, feeding and standard maintenance of personal equipment.
- Daily Home Maintenance Assistance: Laundry, sweeping floors, making beds, cleaning spills, organizing room & paper, opening mail, taking out garbage.
- Non-daily Personal Management Assistance: Includes but is not limited to, wheelchair maintenance, watering plants, putting groceries or personal supplies away.
Note: staff respond to emergencies which may occur in any of the above areas.
- Housekeeping Services:
Housekeeping services are provided to you on a weekly basis for those tasks that you are unable to perform. These services include sweeping and wet mopping of floors, dusting of all surfaces, cleaning of counter tops, cleaning of fridge and stove, garbage removal, cleaning of all bathroom fixtures.
- Housing Services:
Direct services include exploring housing options with you, providing information about housing, and working with groups to develop new options.
The Housing Development Coordinator plays the lead role in the development of new housing options which best meet the needs of tenants. One main function is to liaise with housing authorities and developers.
Application Process
Eligibility Criteria
You must be 18 years of age and be legally responsible for yourself. (In special circumstances a guardian or other agent may enter into a contract with Ten Ten). To qualify for subsidized housing you must be a Manitoba resident for 1 full year immediately prior to applying for accommodations or have been born in the province of Manitoba or can demonstrate that you have lived in Manitoba for a continuous 5 year period.
You must have a physical disability which has a significant impact upon your ability to perform the activities of daily living. Your disability must impose the need for an environment in which to develop skills for independent living and\or practise the activities of daily living.
Demonstrate a commitment to working on mutually agreed upon goals.
Have the intellectual ability to obtain a learning objective within a specified period of time. The available resources require that you need fewer than 3 hours of resource service per week and can exit from 1010 within 2 or 3 years.
Because of limited resources, we may not be able to assist you if you have certain limitations. These limitations include but are not restricted to:
- Inability to communicate personal assistance needs.
- Persistent difficulty in understanding the relationship between cause and effect.
- Cognitive deficiencies or emotional difficulties which negatively effect your level of performance in the following:
- decision making
- problem solving
- judgement
- conflict resolution
- taking initiative, responsibility
- social interaction
- memory retention and recall
Persons with these limitations are not necessarily ineligible for tenancy. We review each situation individually to determine elgibility for tenancy and our program.
Application Procedure
- We accept inquiries verbally or in writing from any source.
- You are encouraged to have a tour of the facility to find out more about the Learning Through Living program.
- Before a decision is made, you will be required to provide additional information about yourself and\or to ask that information be provided by professionals or agencies.
- Information is reviewed by the intake committee to determine whether your request for an
assessment or regular tenancy can be met.
- You are notified of the committee's decision and assigned a Primary worker who is one of the resource staff.
- Date of tenancy will depend on a number of factors including the availability of a suitable
apartment and personal assistance, if needed.
- You, with the assistance of your primary worker, will prepare a Tenant Development Plan which details what areas of Independent Living you wish to have assessed or what goals you wish to achieve while at 1010. It will also outline what assistance is required as well as your exit plan.
This information will form the basis of our contract with you.
Priority
Priority for tenancy will be based on the circumstances of all approved application. Factors that will be taken into account are your present living situation, the support you have available, safety and vulnerability, when housing is required and available. Also we attempt to maintain a mix of tenants in terms of type of disability, assistance and resource service requirements.
